Trustee A. Sanchez moved to approve the warrant list and omnibus agenda; Trustee I. Brandon seconded. Finance Director Lanya Satchell answered questions about item-level approvals when Trustee K. Wellington queried several check numbers (100034, 100036, 100038, 100101 and 100102) and expressed concern that some expenses had not been pre-approved by the board. Village Attorney Michael Marrs referenced the Expense Approval Policy and encouraged prior approval or personal payment with subsequent reimbursement when appropriate.
The omnibus approvals covered a multi-vendor payment run, contract and software agreements, façade program disbursements, and other municipal expenditures. Among the approved items were payments to the Village of Melrose Park for water services ($113,671.48), pool repair mobilization ($15,000), engineering work on Madison Street ($76,384.00), and a façade project payment ($23,675.00). The board also authorized a software contract with Civic System, LLC and multiple property sale resolutions tied to redevelopment programs.
Mayor Edwenna Perkins and trustees carried the omnibus motion. Trustee M. Lightford was temporarily absent during one vote; otherwise the motions passed as recorded in the minutes.
The board recessed into closed session at 10:43 p.m. for limited personnel and property-sale discussions, reconvened at 11:21 p.m., and adjourned at 11:23 p.m.
