Board files positive second interim, approves multiple business items and awards bid

The Westminster School District board approved key business items on March 19, including the district’s second interim financial report and multiple procurement and policy actions.
Assistant Superintendent Manuel Cardoso presented the second interim showing LCFF as the largest unrestricted revenue (~$109.59 million), total revenues of about $159.72 million, total expenditures of about $178.6 million, and an identified one-time restricted spenddown (~$11 million). Cardoso said the district filed the second interim with the county prior to the March 15 deadline and is able to submit a positive certification for the three-year outlook; projected reserves remained above minimums through the cycle.
After discussion, the board approved the 2025–26 second interim report (motion passed 5–0). The board also approved awarding bid 2526-01 for land restoration/renovation to Dependable Construction, Inc., the lowest responsive bidder at $478,000 (motion passed 5–0). In addition, trustees adopted new board policy 4315 and approved revisions to several existing policies in combined first-and-second readings (motions passed 5–0). The board adopted Resolution 25-26-21 designating April 28, 2026 as School Bus Driver Day.

Trustees asked follow-up financial questions about textbook adoption funding and multiyear projections; district staff said textbook adoptions are budgeted in committed balances and the math adoption would be spread over eight years. The board took no further action on class-size MOU requests at the meeting.
Next steps: implementation tasks and procurement actions will be handled by business services and education services departments.
