Superintendent and staff presented a midyear Local Control Accountability Plan (LCAP) review to the Westminster School District Board of Education on Feb. 19, providing a snapshot of progress across five district goals: academic achievement, safety and wellness, fiscal solvency, community connections, and leadership development.
Dr. Charles Sosa (presenter) summarized key measures: the district highlighted local assessments (STAR, early literacy, reading and math) and the CAST science test results for fifth and eighth graders. He also reported that Hayden Elementary achieved the district's highest attendance rate at 97.11% and Weber Elementary was the most improved, increasing attendance by nearly 1% from the prior month.
On fiscal health, presenters noted the district received a positive certification of its three‑year budget and reported zero Williams findings last year; staff said 100% of students had access to instructional materials. For staff and leadership development, presenters said only one teacher of 490 educators is serving under a short‑term staff permit, leaving a 99.7% fully credentialed teaching workforce.
Trustees asked for more narrative and context around the midyear numbers. Staff explained the midyear review is a limited snapshot (data through Dec. 19), and that narrative sections and full outcomes will be presented with year‑end data in May; they also said focus groups and additional outreach will be held in March and April to gather deeper input ahead of the final LCAP.
The presenters emphasized the next steps: additional focus groups, continued survey outreach (including a possible spring window to boost participation), and a May return to the board with a complete LCAP for board approval.
