The Tustin Unified School District board adopted Resolution O30626 on Wednesday, approving an initial study and mitigated negative declaration (MND) along with a mitigated monitoring and reporting program for the proposed District Education Center project.
Mr. Sullins explained the district engaged an outside consultant to perform the environmental initial study as required by the California Environmental Quality Act (CEQA). The public comment window closed in February and the district received three comments: a request to relocate a bus stop, a tribal response indicating no land interest in the project site, and a suggestion to consult the Department of Toxic Substances as part of mitigation planning. Sullins said the comments were innocuous and that the MND process allows the district to proceed with mitigation steps where necessary.
The board voted to adopt the resolution and to authorize filing and recording of a Notice of Determination. Members noted the CEQA process requires outreach to tribes and disclosure of potential environmental issues, and that mitigation measures will be implemented if identified.
What’s next: staff said adoption of the MND allows the district to proceed to the next phase of project development while implementing any required mitigation and continuing consultation with relevant agencies.
