Staff returned to the Redevelopment Commission with appraisal information and background for 53 State Road 15, a set of vacant parcels west of Waterford Parkway and near a major industrial intersection.
Staff described available utilities (city water is present but sanitary sewer is limited) and noted some parcels lie outside city limits, which affects service extensions and the city's authority to extend infrastructure. Commissioners discussed the site's history, past demolition and holding costs, and whether to market the property for commercial resale (which could increase immediate revenue) or for residential infill to meet housing needs.
One commissioner suggested an RFP approach that would ask proposers to state intended uses and offer prices; staff recommended including explicit limitations and conditions in any agreement so that redevelopment approvals and zoning changes are not automatic. Members also discussed targeted outreach (door hangers, public notice) and the potential for a small facilitated strategic planning session with a limited number of commissioners to avoid open-meeting conflicts while reviewing the property's long history.
