Commission backs range of increased College Avenue right-of-way costs amid federal funding uncertainty

Staff and the project's consultant briefed the Redevelopment Commission on updated right-of-way cost estimates for College Avenue (Project 20230-0025), the next phase extending from Century east to the city limits.
The Engineer summarized the estimate: "currently estimated at $320,000," including about $48,000 for right-of-way engineering, roughly $109,000 for right-of-way contract services and approximately $158,000 for property owner compensation. Staff said the increase from a previous estimate of $89,600 reflected additional acquisitions, utility relocation needs, realignment for county drainage and temporary right-of-way for grading and approach work.
Staff recommended the commission support a range of increased right-of-way costs — between an additional $47,080 on the low end to $235,400 on the high end — while discussions with Maycog continue on federal participation (possibly an 80/20 split). Commissioners asked for clarification about temporary versus permanent right-of-way, drainage savings and the appraisal/appraisal process for federally funded parcels. One staff estimate noted potential drainage savings could be on the order of $1,000,000 if county drainage can be routed outside the roadway, but staff characterized that as a preliminary estimate.
After discussion, the commission moved and approved the staff recommendation to support the presented right-of-way cost range pending final plan details and Maycog funding confirmation. Staff said further design and final pricing would likely come this fall with construction bids targeted for late this year or early next year depending on schedules and contractor availability.
