Applicant withdraws small-project funding request after tense exchange over process and precedent

Rosie Singh said she is withdrawing her application for redevelopment assistance but asked the Goshen Redevelopment Commission to consider small projects on a case-by-case basis.

"My name is Rosie Singh. I'm here to withdraw my application process," Singh told the commission while explaining she asked only for utility extensions, not construction money. She said her prior project in Elkhart moved from first meeting to completion in six months and urged clearer communication between applicants and staff.

Commission members said their unease with the February presentation stemmed from the circumstances of how the request was brought forward and from the commission's need for assurances that infrastructure investments are repaid or tied to a specific property. A member explained that payback mechanisms linked to TIF revenues remain attached to a parcel regardless of future ownership, and that administrative and legal closing costs for small projects can be nearly the same as for large bond-funded developments.

Singh said she was discouraged by tone she saw on video of the earlier meeting and by a mayoral comment she felt implied redevelopment alone should repair the city's reputation with developers. A commissioner responded that the commission's concern was policy consistency rather than opposition to the project itself. The exchange did not produce a new vote; Singh confirmed she would proceed independently and may return to the commission in the future.

The commission did not adopt a new policy at the meeting but members asked staff to clarify typical assurances or contractual language for small infrastructure supports and to keep communication lines open with applicants.
