City staff described phase 2 as a private planned development covering 13.4 acres and creating 49 buildable lots. Staff said the PD most closely mirrors the requirements of the R‑4 and R‑5 zoning districts and that no emergency legislation was requested. Committee members had no substantive questions about the plan and the committee agreed unanimously to forward the recommendation to council.
The committee’s recommendation is advisory to the full council, which must take formal action to approve the record plan. The item will appear on a future council agenda for final consideration.
