A staff proposal to contract with School Works, Inc. for a Level 1 developer-fee justification study (estimated cost: $6,000) prompted substantial discussion. Staff said the last study occurred in 2022 and that state statute and biannual inflation adjustments had raised statutory maximums to $5.38 per square foot for residential development and $0.87 per square foot for commercial/industrial development, compared with the district—s current rates of $4.79 and $0.78, respectively. Board members expressed concerns about the potential burden on residents, questioned whether a new study is legally required at this time, and requested staff to return with the statute/language that mandates timing of the study. The board reached consensus to table the item until staff provides the requested legal clarification.
