HILLSBOROUGH, N.J. — The Hillsborough Township Board of Education spent the bulk of its Dec. 22 meeting debating whether to authorize Land Associates to conduct preliminary evaluations on a parcel adjacent to the district property for a potential transportation and maintenance complex.
Operations committee chair and Mr. Davis reviewed prior work by Land Associates that originally proposed designs with costs in excess of $12.8 million. After further review, Land Associates returned with scaled options (one about $7.8 million, another near $4.8 million), and a stand‑alone proposal to perform preliminary site work — including a boundary and partial topography survey and wetlands determinations — for approximately $149,000–$149,500.
Some board members urged caution. "That's a big investment when I still think we need to consider the possibility of renovating Bloomingdale," one member said, adding that short‑term improvements at the existing Bloomingdale site might be more fiscally prudent. Members raised concerns about employee working conditions at Bloomingdale and the logistics of renovating while operations continue.
Proponents said the item before the board was narrowly scoped — to assess whether the adjacent parcel is even suitable — and that the district budgeted funds for preliminary work. The administration said each step would include a "kill switch": if a boundary, wetland or feasibility step reveals prohibitive problems, subsequent steps would stop.
The board considered a motion to table the assessment until a separate Bloomingdale renovation plan is completed. The motion to table failed on roll call. When the board moved through the broader action agenda, members recorded votes with exceptions: one member recused on the Hillsborough Education Foundation item and the record showed a ‘‘no’’ vote on item 13.11 (the transportation assessment discussion noted during roll call). The board ultimately advanced the main action agenda items; the administration said staff will confirm that Land Associates stop after the first step if the board directs so.
Board members requested a clearer schedule for the Bloomingdale assessment and a timeline from Land Associates on the expected duration of wetlands determinations (administration said wetlands review typically takes 3–6 months through DEP). Several members asked staff to follow up with an updated plan and cost breakdowns before proceeding to later stages.
