Otis Greer, a remote SBCTA representative, told the council the proposed plan simplifies prior programs into three buckets — roughly 70% for local mobility, 20% for regional mobility and 10% for operations — and emphasizes local return-to-source allocation and independent taxpayer oversight. "This is an example of the measure I expenditure plan ... 70% for local mobility, 10% for operations, and 20% for regional mobility," he said, describing polling and outreach the agency used to develop its recommendations.
Greer said the package also includes a 3% interregional mobility set-aside intended to address tourism-related impacts in mountain and desert regions and that the board will seek member-agency approvals before placing a renewal ordinance and expenditure plan on the November ballot. Councilmembers asked clarifying questions and heard no objection from the public; the council approved the resolution to move the city into the member-agency approval process.
The action advances the county's process to renew Measure I and positions the city to share in the plan's local-return funding allocations if voters approve the extension.
