West Chicago ESD 33 board convenes special meeting, votes to enter closed session

President Rita Balgeman called a special meeting of the West Chicago Elementary School District 33 Board of Education to order at 6:05 p.m. on Nov. 5, 2025, at 312 E. Forest Ave. Board members Morgan Banasiak, Tom Doyle, Chad McLean, Sandra Garcia, Janette Hernandez and Molly Denton were present; Superintendent Kristina Davis and ISBE Representative Alana Bedard were also listed as present.
Board Member Chad McLean moved that the board go into closed session to discuss "self-evaluation, practices and procedures, or professional ethics when meeting with a representative of a statewide association of which the public body is a member." Morgan Banasiak seconded the motion. On roll call the board voted unanimously in favor (7 ayes, 0 nays) and moved into closed session at approximately 6:05 p.m.
The board reconvened to open session at 7:36 p.m.; McLean moved to reconvene and Banasiak seconded, and the president declared the voice vote passed. Following the closed session, McLean moved and Banasiak seconded to approve the closed-session minutes "as read," and the president declared the motion passed by voice vote. The meeting was then adjourned on a motion by McLean, seconded by Banasiak, at 7:36 p.m.
The meeting minutes record Rita Balgeman as president and Tom Doyle as secretary in the signature block. The agenda and motions were limited to procedural and governance matters; no public-policy decisions, contract awards, or budget votes were recorded in the minutes for this session.
