Board approves multiple resolutions; coach hire and several finance checks fail as public raises morale and HIB concerns

The Berkeley Heights Board of Education moved through a large consent agenda and several roll‑call votes at its June public meeting, approving administration, education and business resolutions after a brief amendment but rejecting a small number of personnel and finance items.

Early in the business portion, a motion was made to amend resolution D — removing the word "regular" so that certain personnel start dates would be presented at the "next meeting" rather than the "next regular meeting." The amendment was seconded and approved by roll call. The board then proceeded to vote on the larger sets of resolutions. Administration resolutions a–n and education resolutions a–l were approved by roll call with some members recording abstentions on particular line items.

Personnel motions on hires and assignments were largely approved, but the board did not approve the girls' head soccer coach line item and item I failed to pass; one board member abstained on the girls' head soccer coach line item during the vote. The meeting included a public explanation from legal counsel about how board policy treats abstentions and the number of affirmative votes required for an action under the district policy on voting (policy 0165).

During the business block, trustees discussed renewing a transportation contract with First Student for most routes; the contract as presented would continue existing routes driven by First Student but subtract one route that First Student would not take on. Board members noted the contract can lock in start and end times and that some route details would be finalized by district staff. A motion to table a specific business item (letter o) to the next meeting resulted in a 4–4 split and failed to pass.

On finance, the board reviewed bills and recorded that five specific checks identified in the roll call did not pass; the remainder of the finance items were approved.

Public commenters used the meeting’s public‑comment period to press the board on staff morale and oversight of HIB (harassment, intimidation and bullying) decisions. Debbie Traore said "teacher morale is at an all‑time low" and criticized abstentions on HIB decisions; Marcy Helmstetter, president of the Berkeley Heights Education Association and a 20‑year teacher at Gov. Livingston, urged the board to prioritize staff morale and collaborative leadership. Several residents urged clearer procedures and more transparency on HIB cases and on how decisions are vetted.

Board members indicated follow‑up: legal counsel will review case law and the board’s voting policy as requested, and administration said staff would provide additional detail on transportation routing and capital project timing when state approvals are available.

The meeting concluded after public comment and a roll‑call adjournment.
