Tecumseh council approves wellhead protection, hazard mitigation plan and several infrastructure actions

At its Oct. 6 meeting the Tecumseh City Council approved a series of infrastructure, safety and administrative measures, including an ordinance to adopt a wellhead protection plan; a hazard mitigation action plan; a pay application for mechanical work; and an agreement to transfer an economic-development lot.
The council introduced and approved an ordinance to adopt the Wellhead Protection Plan prepared for the city by Olsson. Tyler Speckmann moved to introduce the ordinance and Alicia Brommer seconded; the council then approved final passage and directed publication in pamphlet form. No dissent was recorded.
Council also adopted Resolution 2025-16 to adopt a Hazard Mitigation Action Plan, which the council noted is necessary for eligibility for pre-disaster and post-disaster federal mitigation funding. Brian Britt introduced the resolution and Lorie Topp seconded; the vote to adopt was 5–0.
On administrative and contract actions, the council approved Pay Application #6 from Farabee Mechanical in the amount of $460,570.14 (motion by Tyler Speckmann, seconded by Lance Beethe); approved an agreement to transfer an economic development lot and authorized the mayor to sign the deed (motion by Tyler Speckmann, seconded by Lance Beethe); and approved a Siren Memorandum of Understanding with Johnson County (motion by Lorie Topp, seconded by Alicia Brommer). The council also approved a street-closure request for Oct. 31 "Trunk or Treat on Square" and approved the consent agenda including minutes and payment of bills. All recorded votes for these items were 5–0 with one member absent.
Separately, staff reported a low NDOT DTR bid of $11,341,735.40 for an identified project and that the city has saved the required local match. Utility staff reported ongoing work including generator wiring at wells and an application for a DHHS security grant; the parks department reported completion of pickleball/tennis courts.
What happens next: the wellhead ordinance and other adopted ordinances will be published in pamphlet form and staff will proceed with contract administration and follow-up tasks identified in department reports.
