Annalisa Hansen, executive assistant for community investments, presented six Beautification, Innovation & Arts (BIA) grant applications to the commission on April 13 and solicited commissioner questions and comments staff will pass on to applicants. The applications included proposals by Beck Cates (a community weed-feast garage-door mural), Jo Rohrabacher (an anniversary mural for the Flagstaff Dark Sky Coalition on a Brothers Tire Shop façade), Lilith Lavender (a Route 66–themed mural at Matador Coffee), Catherine Simmons (a garden expansion at Olivia White Hospice Home), Rachel Sands (location to be confirmed; deadline to secure a site April 30) and Yvonne (a mural at an Arizona DPS office off Old Route 66).
Commissioners repeatedly asked for clarified locations, permissions and documentation where sites are owned by others, cautioned first-time applicants to provide more-complete budgets and examples of past work, and recommended staff request clearer delineation of the intended mural area. For example, commissioners asked that Beck Cates confirm whether the proposal is submitted as an individual or on behalf of an organization and to clarify photo-release permissions for children participating in a proposed community event. For the hospice garden project, commissioners asked whether signage and a pathway will make it clear the public is welcome to use the new garden space.
Staff said they will relay the commission’s feedback and required clarifications to each applicant and that applicants who cannot secure a site by the April 30 deadline may apply in a later cycle. The commission did not take funding votes on April 13; several commissioners encouraged a mentoring approach to first-time applicants while requesting more-complete proposals before any awards.
