Measure H update: site work complete, contractor to mobilize for next Jefferson increment

Aaron, the district project representative, updated trustees on Measure H work at Jefferson, saying summer phase 1 tasks—demolition of portables, underground utility work, storm drain connections and initial bioswale preparation—were completed on schedule. He said geotechnical inspections and utility trenching have passed recent checks and JL Construction will mobilize to transition between project increments once the second pad is certified.
Aaron said some funding expected in September arrived early in July, which allowed the district to bring contractors on earlier and issue final purchase orders for special inspection (Geocon) and geotech work. He described a phased schedule: finish TK drop‑off and parking work in October–November, complete building shells and interior finishes over winter into spring, and then install shade/play structures and landscaping during closeout.
On specific site elements, Aaron noted work remaining on bioswales and concrete retaining walls and emphasized coordination because school will be in session through the fall and the rainy season is approaching. He said the team arranged cash flow allotments so JL Construction can maintain momentum while awaiting next funding installments.
Trustees asked clarifying questions about bioswales and drainage; Aaron explained bioswales are landscaped drainage features that both filter runoff and provide landscaping benefits and are commonly required in school projects reviewed by the state architect.
