The applicant's attorney, Ryan O'Sullivan, told the board the project (Block 39, Lot 4 in the NC Neighborhood Commercial zone) had already received preliminary approval and several ancillary permits, and that updated materials include a box‑truck and trailer exhibit, stormwater narrative reports, drainage plans and NJDEP approvals. “The applicant is requesting final site plan,” O'Sullivan said in opening remarks.

The board engineer said the loading area depiction should either be removed from the plan if not requested or shown and confirmed during resolution compliance review. The planner and engineer asked for confirmation on access and utility details and asked that the loading area be shown on the compliance plans if retained.
The applicant's witness explained the project will restrict tractor‑trailers from the site and allow only smaller box trucks on‑site, and that no trees will be removed as part of the buildout. The attorney said curb and sidewalk work requested by the county has been provided and that additional approvals from county and state agencies had been secured.
Public input and vote: No members of the public spoke during the public‑comment period. The board closed public comment, moved to approve the final plan “subject to approval of the conditions by both the engineer and the client,” and approved the application on a roll‑call vote with recorded affirmative votes from the members present.
Next steps: The approval is conditioned on resolution compliance items the board engineer will verify; the applicant must provide the finalized loading‑area exhibit and any remaining documentation before formal sign‑off.
