The Belvidere City Committee of the Whole on April 13 recommended approval of a not‑to‑exceed $310,500 design contract with CES Inc. for the 5th Avenue storm sewer overflow and reconstruction project, which Director Anderson said is budgeted at $5.9 million in the FY27 capital plan.
Director Anderson told the committee the project includes a new storm sewer connection from 7th Street and 5th Avenue to a detention pond off Allen Street, a new outlet from that pond to the Kishwaukee River (including bore‑and‑jack under railroad tracks), and reconstruction of 5th Avenue and sections of Allen Street. He said much of the work will be staged to avoid school sessions and that the design work will be paid from capital funds.
"This is the biggest step we've ever been able to take," Alderman Peterson said, arguing that the project addresses repeated flooding and provides relief across multiple wards. Anderson said construction staging will likely begin fall for river outlet work and resume street reconstruction after the school year ends.
The committee approved the motion to recommend the CES Inc. proposal by voice vote. Council discussion emphasized incremental funding rather than a large referendum and noted the project’s expected benefit to Ward 1 and other southside neighborhoods along the watershed.
No final construction contract was approved at the committee meeting; the committee approved the design engineering authorization and will return later with ordinance/contract documents for council consideration.
