Harlem Consolidated School District #122’s board approved a slate of contracts and program agreements at its regular meeting on Sept. 8, 2025, including services for security monitoring, speech-language evaluations, curriculum support, professional development and equipment purchases.
The approvals included a $3,540 agreement with Per Mar Security to update monitoring at the Harlem Administration Center; an independent-contractor agreement with Bright Beginnings Bilingual Therapy, LLC to provide speech and language evaluations at tiered per-evaluation rates (paid with IDEA Flow Through Part B and IDEA Pre-K); a $6,400 partnership with ROE 17 to continue implementation of OpenSciEd in middle and high school science (funded by Title II); Illinois MTSS Network professional development for the middle school improvement team at $16,116 (School Improvement Grant); and a $10,000 UPchieve tutoring contract to support low-income students (School Improvement Grant). The board also approved a Gordon Flesch Company agreement for six copiers totaling $96,585 and a Challenger Learning Center package of six mission expeditions for Machesney Elementary at $4,600.
Board members approved an add-on License Plate Recognition (LPR) software subscription from CLEAR at $279.47 per month; that motion carried 6–1, with board member Rebecca Carlson recording the lone no vote. The minutes record the roll call on that motion but do not include a public explanation for Carlson’s dissent.
Most motions were moved and seconded by board members as recorded in the minutes and passed without further discussion. The board also authorized Attorney Amy Silvestri to intervene in Property Tax Appeal No. 2024-02971 (Property Index No. 08-21-128-001) by resolution, and approved a resolution declaring surplus property.
The approvals were taken as individual action items and reflected in the meeting record; all listed funding sources and dollar amounts were included in the minutes except for personnel compensation figures, which were handled after closed session and are not specified in the public minutes.
