Council unanimously approves town's 2026 CDBG action plan

The Hilton Head Island Town Council unanimously approved the town’s 2026 annual action plan for the U.S. Department of Housing and Urban Development's Community Development Block Grant (CDBG) program at its April 7 meeting.
Michelle Botts, the town’s senior grants administrator, described the action plan as the town’s application to HUD that identifies activities proposed for funding during the program year. She said the plan continues support for Patterson and Taylor Family Parks and reflects the second year under the town's consolidated plan that HUD approved in August 2025.
During discussion, Councilwoman Turner recommended exploring use of CDBG funds to support the Sewer Connection program. Staff noted that CDBG funds are typically prioritized for activities with broader community benefits and that there may be other grant opportunities through the Beaufort Jasper Housing Authority. Council members also discussed coordinating with local philanthropic funding to bridge program eligibility and access.
A motion to approve the action plan was made by Mr. Brown and seconded by Ms. Becker; the council approved the plan 6-0. Botts said the plan must be submitted to HUD next month; the staff report and the council packet include project lists and outreach plans.
