City staff told the Planning Commission that City Council selected Bolton & Mink to lead Brainerd's comprehensive‑plan update and recommended the commission appoint a liaison to participate in kickoff and periodic check‑ins. Bolton & Mink will meet virtually with staff monthly and attend planning commission meetings as needed.
Commissioner Duvall was nominated and appointed as the planning commission liaison. Commissioners agreed that Bolton & Mink should present at a special 5 p.m. workshop on April 15 (or at the beginning of the regular meeting) to kick off the update process. Staff said the comprehensive plan work and related updates (Mississippi headwaters regulations, floodplain district) could occupy much of 2026 and asked the commission to provide guidance at the April kickoff meeting.
Next steps: Commissioner Duvall will serve as liaison; staff and Bolton & Mink will present at the April 15 workshop and finalize the outreach and schedule for the 2026 comprehensive plan update.
