The Irvine Unified School District board certified the district's second interim financial report as "positive," after a presentation from Chief Business Officer John Fogarty outlining current-year performance, projections and risks.
Fogarty told trustees the budget is "tracking as planned" and recommended a positive certification indicating the district can meet its financial obligations for the current and two subsequent fiscal years. He highlighted improved revenues year-to-date and detailed the district's assumptions for multi-year projections, but also flagged a first-year enrollment decline (273 students) with further declines forecast in out-years.
Fogarty summarized key state budget issues affecting the district, including the governor's January revenue projections that raised Proposition 98 funding estimates but included a proposed holdback of roughly $5.6 billion that could delay payments to school districts. He said those maneuvers, volatility in capital-gains tax collections and reliance on one-time state funds create uncertainty for future budgeting.
Trustees thanked Fogarty and staff for the analysis and recommended continued monitoring. "Our financials are healthy for 25-26 through 27-28," Fogarty said while noting challenges from low cost-of-living adjustments and rising district costs such as pension and health benefits. The board voted to certify the second interim report as positive.
