Wyoming council adopts assessments for Hawk Meadows street-improvement project

The Wyoming City Council on Oct. 21 approved the assessment roll for the 2025 Street Improvement Project covering the Hawk Meadows neighborhood, including 256th Street, Grail Court, Grand Prix Court, Grizzly Court and Greenwood Court.
City staff said the total project cost is $533,350, including surface and drainage work, trail replacement and other repairs. Under the city’s assessment policy staff calculated 20% of the surface and drainage costs—$85,020—as assessable to benefiting properties; staff reported 52 assessable units, producing an assessment of $1,635 per unit. Staff recommended a five-year repayment term at a 5% interest rate and told property owners they may prepay within 30 days (staff stated a Nov. 21 prepay deadline on the record).
A city staff presenter summarized project work, including a mill-and-overlay pavement treatment on the streets, curb repairs, replacement of manholes and catch basins, improved drainage at a historically wet location, and trail reconstruction. The presenter said most punch-list items were complete and final restoration will be monitored into next spring.
During the public hearing resident Bob Rosenbaum of Grizzly Court thanked staff, said the improvement “is great compared to what we had before,” and asked how to prepay his assessment. A city staff member replied that owners will receive a letter with payment instructions and may pay in person at city hall or by mail within the 30-day prepay window.
Council closed the assessment hearing and adopted Resolution 25-10-102 to approve the assessment roll. City staff said the assessment roll will be submitted to Chisago County for certification and assessed amounts will appear on property tax statements payable in 2026 if not prepaid.
Actions and next steps: the council’s approval authorizes staff to forward the assessment roll to the county for certification and implement the payment and certification timeline described at the hearing.
