Fanwood council approves grants, contract amendments and multiple routine resolutions; rescinds sewer contract over term discrepancy
Summary
The Fanwood Borough Council approved state grants for recreational and capital improvements, amended several professional-services contracts, authorized tax-exempt refunds and solicited bids for recycling. At its Feb. 18 meeting the Fanwood Borough Council moved and approved a series of consent and standalone resolutions, including state grant acceptances, professional-service novations and routine tax and contract actions.
Council approved Resolution 2025-02-059 authorizing payment of claims and then separately approved Resolution 2025-02-060, accepting a New Jersey Department of Community Affairs grant for recreational improvements at Grand Park Tennis Courts. The council then approved Resolution 2025-02-061 accepting a DCA capital-improvements grant. Members discussed and approved amendments/novation agreements for three previously awarded professional-service contracts (062, 063 and 064) that reflect firm ownership changes; council directed staff to include the originally awarded dollar amounts in the amended resolutions.
The council also approved resolutions authorizing certain parcels to be tax-exempt and to issue refunds for the first quarter of 2025 (resolutions 065 and 066), and authorized soliciting bids for curbside recycling and disposal services under the New Jersey Public Contracts Law (Resolution 2025-02-067).
A separate shared-service agreement with Parsa for sewer maintenance (Resolution 2025-02-068) was moved and initially reported as approved, but council members identified that the resolution and contract language listed a term extending to 2034 rather than the intended five-year term. The governing body moved to rescind Resolution 2025-02-068 and approved the rescission so staff can correct the contract and bring it back to a future meeting.
Most consent items were approved by roll call after brief clarification on amounts and references to earlier resolutions; where an amendment was requested council moved to amend and then carried each motion. The meeting record does not show a contested vote on the items summarized here; clerk recorded "motion carries" after roll calls.
