Attorney Steven Bellas told the board his client had converted the building from a rooming house into a two‑unit apartment and had expended funds to remediate the property. The hearing officer’s report noted a period in 2022 when notices to the owner went unanswered and recommended those earlier days not be abated. The hearing officer also left open the option for owners to request a reduction if the remediation was completed, the report said.
Board members discussed the timeline and whether work had been completed within the extension the hearing officer described. Several members said the exterior condition had improved and were sympathetic to the owner’s expenditures, while also expressing concern about the period of non‑response. After discussion member Al moved to reduce the assessed penalty from $15,300 to $10,000; Bob seconded the motion. The motion carried 7–0–0.
The board’s decision reduces the town’s recommended assessment for the July–December 2022 period; attorney Bellas said the owner appreciated the board’s willingness to compromise and that an appeal was already pending in court.
