Preston County board approves personnel and budget items amid RIF and transfer updates

Personnel motions: The board approved the service personnel agenda and the professional personnel agenda after staff outlined the transfer, RIF and recall processes. Personnel staff explained that transfers and RIFs are processed by position (not individual names) and that transferred staff must bid on positions when applicable; professional employees may accept positions up to the start of the next school year, and service personnel moves have semester restrictions. Administrators said most displaced employees are often returned to employment through the board’s transfer/recall process. The service personnel motion and the professional personnel motion both passed with unanimous recorded votes (5‑0).
Budget and finance: The board approved the schedule of checks and payment of bills and multiple budget journal entries listed in the administrative packet. One board member asked staff to clarify an item shown with code "O8X" and staff committed to follow up with the finance officer for a coding explanation. The larger package of journal entries passed with recorded votes (one subsequent vote noted as 4‑0 with one member not present). Two additional journal entries for classroom manipulatives and tuition reimbursement were presented and approved.
Other approvals: The board approved out‑of‑state student trips (eighth grade to Washington, D.C., in May and a second‑grade trip) and a list of chaperones and volunteers after administrators confirmed required background checks were in process. Several board members asked for a non‑identifying list of positions that were reduced by school and for continued transparency as the transfer/RIF process is completed.
No individual personnel names were added or removed in the public motions recorded; administrators said they will deliver position lists (by school) to the board prior to the next meeting and will provide updates on any pending hearings scheduled for March.
