Lincoln County adopts catastrophic leave policy and approves several hires

The Lincoln County Board of Commissioners on Feb. 2 adopted a new catastrophic leave policy and approved multiple personnel actions.
Commissioner Lisa Poulsen moved to adopt the revised catastrophic leave policy, which Deputy District Attorney Wayne Klomp had brought back after prior discussion. Recorder/Auditor Amy Elmer asked that the county circulate the policy to department heads; Poulsen amended the motion to make the policy effective Feb. 2, 2026 and to have department heads confirm to Amy that staff were notified. The motion passed unanimously.
The board also approved hiring Kimberly Andres as director of the Lincoln County Communities Coalition with a base salary of $40,500 effective Feb. 9, 2026. Commissioners approved advertising and hiring for a Human Services administrative assistant and authorized hiring a transportation driver to support local services.
Board members said the catastrophic leave policy supersedes the county's prior sick leave donation policy and directed Recorder/Auditor staff to add the Victim Witness funding as a budget line (see separate action).
