Sheriff reports rising jail costs and lower-than-expected inmate contract revenue

Lincoln County Sheriff Derek Foremaster briefed the Board on Jan. 5 on jail spending and staffing, saying the detention budget is at 43% of appropriation and the department has faced higher-than-expected services and supplies costs.
Foremaster noted that industrial insurance costs increased by about $10,000 and that dispatch salaries were at 37% of budget, while patrol budgets were roughly 33%–46% spent depending on the fund. He said two officers are in K9 training in Utah and another new hire will attend the academy this week.
On inmate-contract revenue, Foremaster said December billing would exceed $81,000 for contract inmates and that the department had budgeted to bring in over $675,000 for the year but had collected $509,243 to date. He said inmate numbers are low in winter but may increase in spring, which could raise contract revenue.
The report was informational and drew no formal action by the Board.
