Lincoln County hears update on EDA disaster grants and Crestline Road project; no action taken

Lincoln County staff updated the Board on U.S. Economic Development Administration (EDA) FY2025 Disaster Supplemental grant pathways and a forthcoming application for Crestline Road improvements.
Jeff Fontaine described three grant pathways. Path 1 funds planning and management work for pinyon-juniper treatments and is nearly complete with the University for Nevada Center for Economic Development coordinating. Path 2 is not proceeding without an applicant and a required non-EDA match; EDA rules do not allow the private sector to provide the match in this case. Path 3 could fund equipment such as loaders, chippers and graders that the county could lease (with or without an operator) and then use for flood and disaster mitigation; revenues from leasing could be used for maintenance.
Jeff said Crestline Road upgrades—about 12 miles of improvements including drainage and grading—are part of the request and staff are attempting to count county labor as the minimum 20% match. He expects to submit grant applications for Pathways 1 and 2 by mid-March and emphasized that applying does not obligate the county to accept any award.
Commissioners asked questions about match sources and project scope; staff said they are gathering letters of support, refining cost estimates and will return with application details when available.
