Lincoln County commissioners approve consent agenda, vouchers and advisory-board advertising; Pioche appointment deferred

The Lincoln County Board of Commissioners on Nov. 17, 2025 approved its consent agenda, authorized advertising to fill advisory-board vacancies and approved a resolution directing the Assessor to prepare a list of taxpayers on the secured roll and the total valuation of those properties.
The actions came during a 9:01 a.m. regular session in the Commission Chambers in Pioche chaired by Janine Woodworth. Commissioner Mike Reese moved to approve the consent agenda (minutes from Nov. 3 and business licenses), Commissioner Lisa Poulsen seconded, and the board voted unanimously to approve. Recorder/Auditor Amy Elmer then presented cash balances and vouchers; Commissioner Reese moved to approve the vouchers, Poulsen seconded and the board again voted unanimously.
Why it matters: the board’s finance actions set short-term county spending authority and confirm cash balances across major funds. Elmer reported ending fund balances including the General Fund, Federal In Lieu, Grants, Detention Center and Solid Waste; the Detention Center was reported with a negative ending balance.
What passed and what didn’t: the board also approved a motion to advertise openings on local advisory boards, and adopted a resolution directing the Assessor to prepare a list of secured-roll taxpayers and total property valuations. An item labeled SIXCO was tabled, and a motion to appoint Marie Rexroad to the Pioche Town Board — moved by Chair Janine Woodworth — received no second and died; the item will return to the next agenda after the Pioche Town Board meets and issues a recommendation.
The meeting included routine reports from the sheriff’s office (no formal report; Sheriff Derek Foremaster said the county has not yet received federal inmate payments but expects several months of back pay) and a brief public comment period that included a Tri-County Weed representative providing contact information and answering a question about pre-emergents.
The board adjourned at 10:47 a.m. The Pioche Town Board appointment and the SIXCO item are scheduled to return to a future meeting for additional action.
