Highlands council adopts multi-item consent agenda; Marine Place East project comes in under budget

The Borough of Highlands council on Feb. 18 approved a block consent agenda covering multiple routine items including R26070 through R26076. Items included authorizing the police department to participate in a Defense Logistics Agency program to request and acquire excess Department of Defense equipment (R26070); acceptance and closeout of change order number 1 for the Marine Place East pedestrian improvement project (R26071); authorization to pay bills (R26072); an agreement for search and recruitment services for a borough administrator (R26073); support for exploring a shared services agreement with Holmdel Township (R26074); a change order for tight valve installations (R26075); and certification approving 2025 low staff contributions (R26076).
A council member (Moderator, S4) noted the Marine Place East project “came in at $86,475 under budget.” The full consent agenda was offered, seconded and carried by roll call.
During the administrator’s report, the administrator (Staff member, S6) said the Community Development Block Grant (CDBG) reorganization meeting will ramp up work, Public Works has been cleaning after recent storms, and staff will attempt to seek reimbursement from the state for emergency manhole-cover work though he expressed skepticism about success. "Basically, I guess, we're gonna try and get some kind of reimbursement from the state," the administrator said. He also reported an emergency contractor performed temporary repairs to secure the manhole cover.
The public portion opened and no members of the public chose to speak. The moderator closed public comment and reminded the public of a community chili cook-off scheduled for Feb. 22. The council adjourned at 7:10 p.m.
