District moves METS custodial contract renewal to April 28 after board questions on accountability and performance

Administration presented a proposed three-year renewal with METS Environmental Facilities Management to provide custodial, maintenance and grounds services from July 1, 2026 through June 30, 2029. John Reedy and METS representatives described capital investments of roughly $300,000 for vehicles and grounds equipment, a proposed building manager role for each building, and staffing projections (about 61.25 custodians, 11 maintenance/trades, and 5 grounds staff).
Brian Mejia, METS divisional vice president, said the contract structure includes a fixed monthly fee (about $103,000) and a variable labor component; METS estimates a ~3.15% fixed-month increase and roughly a 6% increase in total monthly cost at full staffing compared to the current year. Mejia emphasized METStrack record of reduced work-order close times (from 27.1 days pre-partnership to 6.2 days) and principal/teacher rounds for accountability.
Board members raised past concerns about building cleanliness on opening days and asked how accountability would be enforced. METS and district staff said building managers would report to Christian Garcia (first-shift EVS custodial manager) and ultimately to Terry Bennett; METS provides monthly reports with KPI scores and the contract includes key-performance indicators and financial triggers (penalties) for underperformance. The board asked METS to present annually and for staff to ensure monthly KPI reports are distributed to board members.
No vote occurred; the three-year renewal was moved to the April 28 consent agenda. Members said they expect the April 28 packet to include the recently started monthly performance reports and clarified that METS would provide an annual in-person performance review.
