Trustees asked how the policy would apply to unhoused people or individuals without caregivers and pressed staff about behavioral and safety responses. Daniel said the policy emphasizes calling the safety team or caregivers when staff determine a person cannot care for themselves.
The motion to adopt the policy was moved and seconded during the meeting and carried on a roll-call vote recorded on the transcript. A trustee suggested scheduling formal follow-up reporting in six to 12 months to assess incidents, enforcement and needed adjustments.
Why it matters: trustees said staff on the front line need clear procedures and consistent expectations. The policy aims to remove ambiguity that can lead to lapses in enforcement while avoiding creation of unnecessary barriers to library access.
