The council opened a public hearing on the fee changes and, with no public comments, moved to adopt the ordinance. Council members recorded affirmative roll‑call votes following the motion. The clerk noted a conflict for one member (Kelsey Catablaasio), and the chair handled the conflict by not calling that member's name during the roll call.
