Council approves temporary boost for cultural arts budget amid procurement dispute

Councilwoman Novak urged the emergency increase, saying the committee had only $1,000 in the temporary account and would be unable to schedule concerts and events without more funding. "Right now, there's only 1000 dollars in the temporary budget, and we need to, you know, have more money in there so that they can... schedule some of their groups," Novak said during the meeting.
Opponents, including the mayor and several council members, pressed that municipal contracting must follow state procurement and encumbrance rules. The mayor cautioned that exceptions to procurement rules can create risky precedents and said the borough must follow proper purchase orders and certifications. Council members also noted previous contracts that had been authorized for professionals while other departments adhered to the rules.
After brief debate about whether purchases had been made without purchase orders and whether entertainers would be lost if contracts were not signed soon, a motion to increase the temporary cultural arts budget was seconded and approved by roll call. Council members said the temporary increase was intended to be a limited fix and emphasized the need for future compliance; Council President Zabrowski said he hoped it would be a "one-off" and underscored the need for checks and balances.
The council and administration advised that all purchases and contract signings must be coordinated through the borough’s recreation director and the business administrator so that purchase orders and CFO certifications can be issued and audits passed. The meeting record shows the council approved the budget adjustment and instructed staff to follow standard procurement procedures going forward.
The council plans to introduce the permanent municipal budget at the next meeting; the cultural arts line items will be addressed when the full budget is presented.
