City Treasurer staff presented the annual investment policy and an annual delegation of authority to invest city funds, and the City Council approved three clarifying policy changes on Nov. 12.
Chief Investment Officer Emmanuel Labrinos and senior investment officer Stanley Martinez said the treasury's pooled fund had a market value of about $2.13 billion as of Sept. 30 and generated roughly $76.7 million of income in fiscal year 2024. They described the proposed modifications as minor: a maximum maturity parameter to manage interest‑rate sensitivity in the liquidity portion of the portfolio, clearer safekeeping language for repurchase agreements consistent with evolving market clearinghouses, and use of the Global Industry Classification Standard (GICS) to identify energy companies that the city will not purchase.
Several members of the public urged greater transparency about fund balances and how specific pooled funds are deployed; callers and in‑chamber speakers asked whether reserves are "hoarded" and urged that the city use earmarked funds for infrastructure. Staff and councilmembers explained the pool is segmented between short‑term liquidity and a longer‑term core pool and said many funds are reserved for future obligations (pensions, capital projects) while still being invested for returns. Councilmembers also praised the advisory committee vetting and recommended outreach to clarify reporting to residents.
Councilmember Lee moved the item; it received a unanimous vote recorded as 8–0 with one member absent. The changes take effect for calendar year 2025 and staff said they would continue to publish detailed monthly investment reports online.
