Council approves short extension of ACE Parking contract for library garages amid equity review

San Diego City Council on Nov. 12 approved a short-term extension of the library department's parking management contract with ACE Parking to keep operations running while a new competitive procurement is completed.
Raul Godinho, deputy director of the Library Department, told the council the department issued an RFP earlier this year and sent a notice of intent to award on Sept. 11. Because the previous five-year term lapsed in January, staff asked to extend the existing agreement through Dec. 31, 2024, and authorize an additional $350,148 in contract capacity, bringing the total contract amount to about $1.8 million. Godinho said the contract generates roughly $700,000 in annual revenue for the general fund and covers two library garages including the downtown central library and Mission Hills–Hillcrest garage.
Godinho also said the department will conduct a workforce audit on Nov. 21 to follow up on prior concerns about diversity and employment practices at ACE Parking. That review, he said, and ongoing coordination with the purchasing and contracting division are intended to ensure compliance with equal‑opportunity obligations while the new procurement is finalized.
Members of the public who spoke during the consent‑agenda comment period expressed support for the extension and for the planned audit; one asked whether parking revenues remain in the library budget. Councilmembers who spoke in favor noted ACE's long partnership with the city and recent commitments by the contractor to address equity issues.
Councilmember Campillo moved the item; the council president pro tem seconded. The roll call recorded the motion as approved (vote recorded as unanimous 7–0 with Councilmembers Whitburn and Von Wilpert absent). The extension preserves continuity of services while staff finishes the RFP process.
