Library Board approves update to Patron Request for Reconsideration policy

At its March 12 meeting the Davis County Library Board unanimously approved a proposed update to Policy #510 (Patron Request for Reconsideration). Director Joshua Johnson told the Board the update aligns the Library with new state policy requirements and removes the form from the policy itself while requiring any adopted form to conform to the Board-approved policy.
The policy packet provided to the Board contains the full Policy #510 text. It specifies a three-tiered review process: (1) an Administrative Review Committee (chaired by a Deputy Director with Branch Managers) that performs the initial staff review; (2) a Library Collection Appeals Committee composed of three Library Board members and two Branch Managers that reviews appeals from the administrative decision; and (3) the full Library Board as the final avenue of appeal. The packet also sets target timelines: generally 20 calendar days for the administrative review, notice within 25 days of receipt, and 12–30 day windows for appeals depending on the stage. The policy states that material under review remains in the collection during the review process.
Aaron Becker moved to approve the Proposed Policy Update — #510 Patron Request for Reconsideration; Sara Reed seconded and the motion passed unanimously. The document in the meeting packet also includes the two standard forms (requests for items in the collection and for items not in the collection) and a revision history listing the effective date of this change as March 12, 2026.
Board members did not amend the policy language at the meeting. The revision clarifies committee composition, timelines, and reporting responsibilities; it also reaffirms that reconsideration requests are limited to Davis County residents and that the Director is responsible for ensuring the review process conforms to Board policy.
