Davis County Library Board ratifies $32,077 CLEF grant to buy e-books

The Davis County Library Board unanimously ratified an agreement with the Utah State Library that will provide $32,077 in Community Library Enhancement Funds (CLEF) for the 2025–2026 state fiscal year. Director Joshua Johnson told the Board the funds will be used to purchase e-books for the library system.
The contract (State of Utah Contract #262172) lists the effective period as July 1, 2025 through June 30, 2026 and sets a maximum payment of $32,077. Joshua Johnson said the Library has received all but 10% of the award to date and expects the remainder to be applied for and received before the state fiscal year ends in June. "The Library will spend the funds on ebooks," Johnson said when presenting the agreement to the Board.
Under the contract terms described in the packet, the State Library pays 90% after processing the executed contract and retains 10% until the grantee submits the required final report and evaluation. Attachment B specifies eligible uses of CLEF funds, including collection development, public-use technology, programming, ADA retrofitting, and minor capital projects; it also requires ongoing reporting and adherence to State Library standards.
Justin Wright moved to ratify the agreement and Rosalie Taylor seconded; the motion was carried unanimously by the Board members present. The contract materials included instructions for completing the CLEF spending and impact report and emphasize that CLEF funds may not be used as match for federal LSTA grants.
Next steps: the County will track expenditures in the county financial system and complete the CLEF final report and spending impact data as required in the contract.
