Morris Township adopts four ordinances, introduces 2026 budget; public hearing set for April 22

Ordinance 12‑26 would repeal and replace the code sections concerning bamboo regulation in the municipal code. Ordinance 13‑26 revises salary levels for nonunion personnel for 2026. Ordinance 14‑26 appropriates $195,000 from the general capital fund balance to pay part of the cost of various capital improvements (the resolution text cited Carter Road and Gaston Road work). The clerk read ordinance 15‑26 as an appropriation from the sewer utility capital fund balance; the transcript reads this ordinance’s amount as "$109,595,000" as read into the record.
Each ordinance was adopted by roll‑call vote with the members present recorded in favor. The committee then introduced Ordinance 16‑26 (to establish a cap bank and allow the 2026 budget to exceed 2025 appropriations by 3.5% as permitted by NJSA 40A:4‑45.14); the ordinance was moved and seconded and the public hearing/final consideration was scheduled for April 22, 2026 at 7 p.m.
CFO Sean Ferguson presented the 2026 municipal budget (covering the current fund, sewer utility, swim pool utility and parking utility) and the committee moved to introduce the budget and set the public hearing for April 22. The committee approved a large consent package of resolutions (numbers 70‑26 through 86‑26), the consent calendar and monthly reports.
The meeting approved bills and vouchers for the session totaling $8,595,691.80. The committee also announced that a mobile New Jersey Motor Vehicle Commission (MVC) unit would be hosted at the municipal building on April 13 to provide licensing and vehicle services.
