Council approves purchase of new street sweeper after debate over warranty and financing

Public works lead Guy Taylor told the council the vendor offered finance options (5.05% for five years, 5.3% for six years, 5.5% for seven years) and raised the question of buying an $11,000 extended warranty. Taylor said a contracting estimate from ProSweep would cost roughly $49,000 for base sweeping (260 hours) and additional hauling and labor costs that would make contract services more expensive over a 2½‑ to 3‑year horizon.
Taylor said the city could surplus the old unit and use available budgeted cash for the purchase; some council members argued that the opportunity cost of spending the cash should be weighed against lease financing. One council member calculated a potential $51,000 opportunity cost over five years if cash were removed from the city’s account, while others noted the city had budgeted for the unit.
After discussion about lease vs. cash purchase, warranty value and financing rates, the council approved the purchase and related surplus authorization. Staff will finalize procurement details, and the administration recommended cash purchase without the extended warranty as the motion on the table was clarified.
Next steps: staff will complete procurement paperwork, surplus the replaced unit and schedule delivery and training.
