Stockton Unified board approves LCAP, budget measures and a slate of contracts; several items unanimous, some budget items split

At its regular meeting trustees approved the Local Control and Accountability Plan (LCAP) for 2024–25 and related federal addenda, and they passed a large set of procurement, consultant and interagency agreements and facility projects.
Roll‑call votes on routine and program items were largely unanimous. Notable approvals included master contracts with identified nonpublic schools and agencies; purchases of graphing calculators for grades 7–12 and first‑century library furniture for high school libraries; consultant and interagency contracts (EPIC Education, Hatchings Results, San Diego County superintendent, San Francisco State University); and construction/field projects (award to Hometown Construction for King Elementary HVAC unit replacement; FieldTurf installations for Stagg and Edison high schools). The board also approved renewal agreements (Destiny Follett library manager; Admentum Apex Learning licenses) and a number of labor and personnel ratifications.
Several budget‑and financial‑resolution votes were not unanimous: adoption of the district’s final 2024–25 budget resolution (Resolution 23‑98) and two related budget items (authorization of Education Protection Account expenditures and temporary interfund transfers) each passed with a 5–1 vote, with Trustee Angel Ann Flores voting no and President Kanitha Stevens absent on those roll calls. The meeting record shows a separate closed‑session settlement with Stockton Education Center (SEC) that the board approved in closed session and reported out in open session as a unanimous vote to settle claims related to student transportation services.
The board approved two student expulsions (A‑28 and A‑15) after motions by trustees; both expulsions were approved unanimously. The meeting adjourned at 7:25 p.m.
