District and union exchange 'sunshine' bargaining proposals; public hearings held with no comments

Pursuant to the Rodda Act notice rules, the Lowell Joint Education Association (LJEA) formally presented its initial proposal for successor bargaining (2026–2029) to the Board on March 2. LJEA's submitted list identifies a broad set of articles it intends to negotiate, including salaries, class size, special education, leaves, summer school, evaluations and a new special education section.
The district's management team likewise filed a sunshine notice, identifying Article 24 (Benefits) as an item the district intends to address in negotiations. The public hearing on the LJEA proposal opened at 8:53 p.m. and closed the same evening without public comment; the management proposal public hearing opened and closed at 8:54 p.m. with no public comment.
The packet and oral statements show LJEA Bargaining Chair Sarah Nuñez and LJEA Vice President Dana Morrison as union representatives cited in materials; district management listed the negotiating team including Assistant Superintendents David Bennett and Carl Erickson and HR Manager Marina Cardenas. The materials were accepted as the official initial proposals and will be used to schedule formal bargaining sessions between the parties.
