Stockton Unified outlines Prop 28 plan to add arts in 16 elementary sites, hire teachers

Cynthia Wildman, Stockton Unified’s arts lead, presented the district’s Prop 28 implementation plan and told the board the district has begun hiring and equipping schools to deliver arts instruction under the new state funding.
“We have actually hired five new elementary arts teachers and four new full‑time high‑school arts teachers,” Wildman said, and she said the district will add arts classes at 16 additional elementary sites next year, increasing the number of elementary schools with arts offerings to 38. Wildman explained Prop 28 funding is apportioned by ADA with an additional equity supplement for economically disadvantaged students, and the law requires roughly 80% for staffing and 20% for partnerships and materials.
Trustees asked how sites will obtain instruments and supplies; Wildman said ESSER funds have already purchased about 1,700 instruments for the district and that Prop 28 funds may be used to buy additional materials and support partnerships (for example, Stockton Symphony, Mexican Heritage Center, Gallo Center, and arts‑in‑residence programs). She said principals will play a substantive role in developing school plans and that Prop 28 allocations are available across a three‑year funding window.
The board voted to approve the Prop 28 implementation plan and related school plans as presented. Wildman described the plan as designed to pair with the district’s Priority 26 strategy to ensure equitable arts access across all schools.
