Greenland selectmen discuss CIP priorities and fire department vehicle needs

Board members discussed priorities for the town's capital improvement plan (CIP), including whether to set thresholds for items to be included and how to sequence projects over a multi-year horizon.

Chair (speaker 2) said the CIP covers several years (members discussed five- to six-year rolling planning) and recommended moving the first-year priorities forward so later years roll more easily into the budget. Several members stressed prioritizing health and safety items first. One board member suggested setting a threshold (for example $25,000) below which items might not need to be included in the formal CIP to avoid overloading the plan.

The fire department requested three items be considered for the CIP, including a replacement vehicle described informally in the meeting as an auger pumper (jokingly nicknamed "the Slurpee"). Members asked for a clear justification from the fire department: which vehicles need replacement, retirement timelines for existing apparatus, and cost estimates to evaluate whether the request should be recommended to the budget committee. The facilities committee (via its chair) said staff are reviewing site plans, hydrology and other constraints and expect to provide a direction by June to inform planning and budgeting.

The board also agreed to include Town Center Zone next steps on the May work session agenda to gather more public input and discussed scheduling school facility conversations to accommodate school vacation. Members asked staff to circulate the CIP spreadsheet and supporting materials to ensure board members can review proposals ahead of the work session.
