County Engineer Richard Wilson explained the allocation and said the upsizing separates the sewer line costs from a related lift‑station project. “Of the $1.2M for the upsizing, 37.7% was Iron County's share, and 62.3% for Cedar City,” Wilson said. He also noted a Memorandum of Understanding formalizes the arrangement and that the lift station will be addressed separately.
Commissioners asked how the county would be reimbursed through the postage‑stamp Public Infrastructure Districts (PIDs) created for nearby development. Deputy Attorney Sam Woodall described the payment process but acknowledged open questions about PID levies and timing. Commissioner Jonathan T. Whittaker urged clarity on reimbursement mechanisms before collections begin.
