City council reclassifies 6.9-acre Sydney Road site to commercial mixed-use, 6–1

The Port Orchard City Council approved an ordinance amending the city’s official zoning map to reclassify approximately 6.9 acres at 4385 Sydney Road Southwest from “commercial corridor” to “commercial mixed use.” Staff (Bond) summarized the hearing-examiner process, noting a noticed public hearing on Jan. 28, 2026, and a closed-record hearing before the council on March 24, 2026. The hearing examiner had recommended approval and the council directed staff to prepare a zoning amendment ordinance, which was presented tonight.

Councilmember Deener moved to approve the ordinance; the motion was seconded by Councilmember Rose Pepe. After no further questions from council, the mayor called for a voice vote. The motion passed by a 6–1 vote, consistent with the examiner’s recommendation recorded in the packet.

Staff noted the ordinance includes an exhibit illustrating the zoning change and that materials and findings from the hearing examiner were included in the council packet. No conditions or amendments were announced on the floor during the vote; staff will record the ordinance consistent with council direction.
