Litchfield Planning Commission adopts comprehensive plan and forwards it to city council

The Litchfield Planning Commission voted to adopt an updated comprehensive plan at its meeting and will forward the document to the city council for review.

Chairman Buckles said the plan “starts out with a set of goals and objectives,” and includes a community profile with metrics on infrastructure and health that stakeholders can use to identify gaps and decide whether map amendments are warranted.

Planning staff member Dave told the commission, “The notice was sent to the paper on 03/24/2026.” He also cited KRS 101.92(2), explaining that the commission sends the plan and a goals-and-objectives statement to the city council, which then has 90 days to amend it; if the council takes no action within that period the plan becomes effective as presented.

A meeting participant said they had not seen the advertisement and that their organization was waiting for the finalized plan before determining whether to pursue a map amendment or other zoning action. Buckles and staff responded that the comprehensive plan provides the background and metrics needed to make that determination.

Commissioner Angela moved to adopt the comprehensive plan as presented; Commissioner Melissa seconded. The commission approved the motion by voice vote with no recorded opposition. Chairman Buckles stated the adopted document will be forwarded to the city council for the statutorily prescribed review period.

Staff estimated the plan at about 70 pages and said publication costs would be roughly $650 to $700 in total—about $93 per standard-sized page—if the commission or city chooses to publish the notice in the local paper.
