Public works: Hall of Justice energy audit grant approved; facilities staff seek minor shift change

Savannah Clement of Cowlitz County public works updated the commissioners on two items: an awarded energy audit grant for the Hall of Justice and a request to adjust facilities maintenance schedules.
Clement said the county received an increased grant that will cover the $350,000 energy audit for the Hall of Justice without any county contribution. "This grant is going to match that at $350,000 without any kind of contribution from the county," Clement said; she told the board the grant acceptance will appear on the consent agenda next week.
Clement also asked to move one facilities maintenance crew from 9.5-hour shifts to 10-hour shifts. She estimated the change would increase costs by about $29,000 per year for the crew but said the county is not filling a vacant project coordinator position, a savings of roughly $112,000 in direct labor and benefits, producing a net annual savings of about $83,000. Board members discussed effective dates (next pay period or May 1) and expressed agreement for staff to implement the change.
Clement also briefly noted staff's preparations and other cost-saving measures in the department; she said she had prepared an SBAR memo but did not have it at the table during the meeting and would provide follow-up details as needed.
