Millville work session reviews water contract, employee manual changes and tables Pleasant Drive project

Millville City held a brief work session in which council leaders reviewed several administrative items on the agenda and moved to table a roadway reconstruction item for lack of financing documentation.
A Committee member summarized Resolution 5 as a proposed "non fair and open" contract with Garrison Enterprises to perform water work on Kimball Avenue. "It's for [the] water department, Kimball Avenue," the Committee member said, adding that the project calls for a 6-inch main, four new service connections and a fire hydrant. The official said contractors will need to cross Wheaton to run the line down to Campbell and that the project had been delayed while awaiting materials.
The council also took up Resolution 10, a narrowed revision to the City of Millville employee manual focused on gift-related requirements. "We took all non gift related items off of the revised," the Committee member said, and noted the city had been awarded an extension that requires the council to approve the changes in order to secure a discount tied to the gift policy.
Before adjourning the work session, officials discussed Resolution 11, the Pleasant Drive reconstruction project. Staff had not provided the certification of funds required to proceed. The Committee member said the certificate was not available and the council agreed to table the item until the certification is provided.
The Chair called for a motion to adjourn; after a motion and second, members voiced approval and the work session concluded.
The meeting record notes the session was conducted under the Oakland Public Meeting Act of 1975 and that no public comments were made during the work session portion.
